Getting the scare September 12, 2006

THE powerful blast that killed two people and injured some 10 others in a laundry shop in Mandaue City must have initially alarmed local hosts of the Asean Summit as December nears.

Two important events yesterday sparked worries of a terrorist hit: the opening of the 27th general assembly of the Asean Inter-Parliamentary Organization (Aipo) in Cebu and the anniversary of the Sept. 11, 2001 bombing of the World Trade Center.

It must have been a relief for some Cebu leaders that while the incident was indeed unfortunate, LPG leaking from a tank and not a bomb was its immediate cause.

But the explosion did provide Cebuanos and organizers with a closer look at what would happen in the event terrorists will be able to penetrate the security net that law enforcers have laid down for the summit.

An interesting point, for example, was the admission in a radio interview by the Mandaue police chief that while they have raised security levels in the city’s important facilities, only mobile patrols are available for areas like the blast site in Barangay Basak.

Of course, that is expected considering that it would be next to impossible for a limited force to guard all areas but it showed vulnerabilities that those who want to use scare tactics against the summit could exploit.

This is one more reminder that responsibility for the security of this very important international gathering must not be left to the police and the military but should also be shared by even the officials and residents of barangays.

Meanwhile, a positive note there is that the group formed to provide immediate assistance to victims of Asean summit-related incidents responded to the Mandaue blast and was able to assess its state of readiness.

Safety in the work place

The incident in Barangay Basak, Mandaue City should prod local government officials to again check the safety of work places even in small establishments like laundry shops.

But first, a thorough investigation must be done to determine liabilities and ensure that similar incidents won’t happen again in the future.

While it is easy to overlook the operation of establishments like laundry shops, that incident in Barangay Basak showed such failing can still end in a bigger tragedy.

Tenants sue Mango Square management… September 8, 2006

10 Mango Square tenants file a civil suit against the mall management with hopes of a premilinary injunction to restore power and water supply. Due to panic, Mango square mall in Cebu city cut off electric power and water supply of their tenants.

The plaintiffs are are Ruth Adizas (Daj Bar); Flordeliz Alfeche (Pinoy Corner); Jericho Custodio (Chill Ville); Alita Jordan (Jaruk); Joel Lee (Booze and Burp); Jovelan Mayol (Kawki’s Kiosk); Gerard Pañares (Barrio Loco); Luisito Sarsaba (Beach Roots); Theodore Villarimo (Marthe’s Place) and Vince Yap (Cravingz). The tenants also asked for damages worth PHP2million and an additional of PHP70,000 for lawyer’s fee and cost of suit.

Aside from the complaint, the tenants also asked for damages amounting P2 million and additional P70,000 for lawyer’s fees and cost of suit.

They file a civil suit against Ludo Luym Development Corp. owner of the complex; members of the board and directors of Ludo Luym; and Conrad Steven Ding, former operations manager of Mango Square. Some of the contracts of the tenants are set to expire within a year while the other lease has until 2008. According to the tenant they paid at least PHP150,000 for the installations and construction of their kiosk. And now the owners have introduced new provisions in the lessor-lesse contract.

Tenants said that they where forced to sign the lease contract the same day they were sent. They said that a month ago more tenants leased spaces outside the mall, which caused problems in sanitation, security, peace and order, and traffic.

According to their ATTY. Francisco Amit Jr. they wanted to seek a 10 million pesos in damages but they could not raise the filling fee of PHP500,000 so they settle for PHP2 million.

The tenants are still willing to settle this with management.

At the Cebu City Hall, the city Administrator Francisco Fernandez will conduct an investigation on possible lapses on some of the city government offices because some owners of the illegal structures at Mango Square were issued business permits.

The mall has only six more days to remove the illegaly constructed structures on the parking lots and sidewalks of Mango Square mall.Mayor Tomas Osmena said he is willing to extend the deadline he gave the mall as soon as he sees the management taking action to correct their violations.

For the tenants they stood firm citing that the current contact has not yet expired. Since they were forced stopped their business, this constitutes a breach in the contract and they ask a php100,000 each for loss of income and another 100,000 for moral and exemplary damages. They also ask the court to order the defendants to restore power and water supply.

Sun.Star Staff Reporter

HONG KONG – Investors from 36 countries, most of whom admitted they had not heard of Cebu before, expressed interest in spending money for projects or company expansion after hearing Gov. Gwendolyn Garcia speak in yesterday’s Asia-Pacific Infrastructure Congress.

Garcia outlined the specific investment opportunities for the private sector in Cebu Province , aside from assuring safety and an efficient bureaucracy.

“We make good business partners,” Garcia told participants of the Euromoney Conference at the Grand Hyatt Hotel.

Ana Sharp, Asia-Pacific Region president of the Euromoney Conferences, told reporters that she received a lot of inquiries about Cebu from many countries right after Garcia delivered her 15-minute speech.

Garcia spoke of Cebu’s steady and dynamic econo-my, growing at a rate faster than that of the country.

Aside from having an educated workforce and an “independent, self-reliant and entrepreneurial culture,” she emphasized that Cebu has no volcano and does not lie on an earthquake zone.

Marshall Mays of Asia Bond said Garcia can expect a “follow-up” from participants on the details of how they could invest in Cebu, noting the “positive response” from his fellow delegates.

Maygi Chan of First Glory Limited, a garment manufacturer, said Garcia should do more of her speeches to foreign businessmen for them to do away with the notion that Cebu is a dangerous place, considering that it is part of the Philippines.

She said the delegates to the conference were “shocked” that Cebu is part of the Philippines and yet, a safe and investor-friendly destination.

Sirse Vijay, director for business development of the Globeleq Singapore, a group of power investors, said they will now look at Cebu as “an investment point.”

Vijay plans to see Garcia soon for details on how they could go about investing on a power plant in Cebu. “She was the best speaker, very clear and articulate and so passionate about Cebu,” said Vijay.

Sudhir Kumar, resident commissioner of the Indian state of Karanataka, approached Garcia and invited her to see Bangalore and vowed to thresh out details on a Cebu investment for information and communication technology.

“She spoke with no fuss, no dull promises and people positively responded. That is a fact. Others talked with unnecessary facts but not being able to impress people and give confidence but everyone was thoroughly impressed with her. The Cebu governor talked not with one word more, or one word less,” said Kumar.

United Engineers of Malaysia Tan See Yin promised Garcia that he will send a team “as fast as possible” to make a detailed analysis of Cebu, its needs and its strengths.

UEM is a company owned by the Ministry of Finance of Malaysia, and is into construction of roads and operates the largest solid waste management facility of Malaysia.

Yin said they are interested in projects that Garcia mentioned, specifically a solid waste management facility and the trans-axial highway.

They are also into real estate development, so his team will also check the 115-hectare proposed development of what is now the Camp Lapu-Lapu that the Capitol will recover from the military.

“To be frank, when we scan the region, the Philippines is not a priority for us, unfortunately. But after this, we will now consider Cebu as one of our primary focus. We pride ourselves on being a nation-builder. We built most of Malaysia’s roads and we believe that we can help other countries,” said Yin.

Some City Law enforcers may find themselves at public elementary schools with chalks and blackboard erasers, instead of reporting to their respective police stations. They will be teaching students the basic law and order.

This is line after the cebu city council last wednesday approved a resolution aking Cebu City Police Office(ccpo) and the Schools Division to create a joint program that provides basic instruction on law and order to primary school students. The proponent for these resolution is Hilario Davide III, a member of the comittee on laws and good government. These will help students to become law abiding and responsible sitizens of the community and he believe that the policemen are right one to impart the lessons to the students.

The city councilors hope to help prevent children become victims or perpetrators of crimes in schools, homes and communities due to poverty and lack of proper guidance from parents, elders and teachers.
“One way by which the moral, intellectual and social well-being of children may be promoted and protected is to equip them with the basic knowledge of law and order while in school, thus preparing them for responsible citizenship,” Davide said. (source sunstar daily).

And also the council wants the students to respect authority and to inform them of their fundamental rights, duties, and responsibilities under the law. Students must also be taught whom they can call for help during in times of danger, how to spot one, what kind of person to avoid and what to so in case of emergencies.

My aunt arrive here in the philippines last friday, She brought lots of gifts and food lol.
She gave me PHP500 that really made my day, but I have to hand it to my mom our electric bill went soaring high this month. Since aboitiz take over of VECO,they have been charging cebuanos this absurd taxes. Well enough of that what I want to talk about is the SEO contest that I’m organizing for the company it will start next month the total prizes will be PHP184,000. It would be just the same as any SEO contest, but the nice part of it there’s a possibility the winner will hired as a consultant for the company. I bet I’ll be pretty busy tracking the websites since we’ll only allow white hat techniques on the contest.
